A bill to provide 4-year terms for the heads of the executive departments.

Provides that the head of any executive department shall serve for a term of four years beginning on January 20 of the year in which the term of the President appointing such head begins. Sets present heads' terms to expire on January 20, 1977. Provides for filling of head vacancies.
