A bill to amend the National Environmental Policy Act of 1969 so as to make administration of that act more effective by prohibiting the retroactive application of regulations, guidelines or policies and procedures promulgated under such act, and to establish a time limitation on the filing of suits to review environmental impact statements pursuant to such act.

Prohibits the retroactive application of regulations, guidelines, policies, and procedures promulgated under the National Environmental Policy Act with respect to any major Federal action for which a final statement has been filed with the Council on Environmental Quality.

Establishes a 30-day time limit on the filing of suits to review environmental impact statements published pursuant to National Environmental Policy Act.
