Prohibits the utilization of funds appropriated for the use of the Department of Defense for purposes of conducting any research, testing, or evaluation in which dogs are used if such research, testing, or evaluation is conducted for the purpose of developing or improving any radioactive, chemical, or biological warfare agent.
Restricts Department of Defense appropriated funds use in the area of dog procurement.
Directs the Department of Defense to develop new research methods for its research projects, where feasible, to complement or eliminate current methods involving the direct or indirect use of animals.
