A bill to amend section 409 of the Interstate Commerce Act to authorize contracts between freight forwarders and railroads on an experimental basis, and for other purposes.

Authorizes for two years, under the Interstate Commerce Act, freight forwarders to enter into contracts with railroads governing the utilization by freight forwarders of the railroads' services and the compensation for such services.
