A bill to amend the Federal Nonnuclear Energy Research and Development Act of 1975.
Synthetic Fuels Act - Declares that it is the purpose of this Act to assure Federal support of a joint Government and industry demonstration program capable of producing by 1985 synthetic fuels from coal equivalent to at least one million barrels of oil per day, and to authorize loan guarantees for the construction and operation of commercial facilities for the conversion of domestic coal into synthetic fuels.
Authorizes the Energy Research and Development Administration to guarantee loans made to persons for the purpose of financing the construction and operation of facilities for the conversion of domestic coal into synthetic fuels, up to an aggregate amount of $5,000,000,000. Specifies the circumstances under which the Administrator is authorized to make such guarantees.
