A bill to amend the Outer Continental Shelf Lands Act to provide relief for damages to public or private parties suffered by reason of the discharge of oil or gas from the Outer Continental Shelf.
Outer Continental Shelf Liability Act - Imposes strict liability upon oil and gas operations, transportation vessels, or pipelines, in or related to the Outer Continental Shelf for damage from oil and gas discharges.
Provides that discharges caused by acts of war, the negligence of the United States, or the negligence of the party seeking damages shall not be subject to a strict liability standard.
Requires all holders of leases issued or maintained under the Outer Continental Shelf Lands Act to establish and maintain evidence of financial responsibility of not less than $100,000,000.
