Authorizes the Secretary of the Interior to make grants to the States to seal and fill voids in abandoned oil and gas wells, and to reclaim and rehabilitate lands affected by the strip and surface mining and processing of coal and other minerals, including lands affected by waste piles.
States that grants under this Act may be made in advance or by way of reimbursement, and shall be made in such manner and on such conditions as the Secretary of the Interior may determine necessary to carry out the provisions of this Act, except that the Federal share of mining area restoration shall not exceed 75 percent of the total cost thereof.
Authorizes appropriations necessary to carry out the purposes of this Act for the three fiscal years ending June 30, 1975.
