Provides that in addition to any other requirement imposed by law as a condition of Federal financial participation in any State welfare program, there is imposed expressly the requirement that the State give its consent (thereby waiving any immunity to suit conferred upon the State or State officers by the 11th amendment of the Constitution) to the exercise of the judicial power of the United States in any suit brought by a claimant regarding such program.
States that the acceptance of Federal aid by a State welfare program after the effective date of this Act shall constitute consent to such a suit.
