Designates the Kanopolis unit as part of the Pick-Sloan Missouri Basin program, Kansas. Provides that the Kanapolis unit shall be constructed, operated and maintained for the purposes of providing irrigation water for approximately twenty thousand acres of land, municipal and inddustrial water supply, fish and wildlife conservation and development and public outdoor recreation, environmental preservation, and other purposes in accordance with Federal reclamation laws.
Provides that the Kanopolis unit be integrated physically and financially with the other Federal works constructed under the Flood Control Acts. Provides that municipal and industrial water supply marketing be conducted by the Secretary of the Army.
States that for a period of ten years from the date of enactment of this Act, no water from the unit shall be used on newly irrigated lands for any basic agricultural commodity, if the total supply of such commodity for the marketing year in which the bulk of the crop would normally be marketed is in excess normal supply .
Authorizes Class I Equivalency for land ownerships to be served by project facilities.
Authorizes appropriations of $30,900,000 for construction of the unit. Requires that funds be transferred to the Secretary of the Army for those phases of the project appropriate for implementation by that Department.
