A bill to direct the Secretary of the Army to issue permanent easements for certain docks constructed on property under his jurisdiction in the State of Oklahoma.

Directs the Secretary of the Army to issue permanent easements to persons who have been permitted by the Secretary to construct a boat dock or similar structure on property under the jurisdiction of the Secretary in the State of Oklahoma. Directs that such easements be transferable.

Declares it to be the sense of Congress that the Corps of Engineers make every reasonable effort to allow the public to construct docks at convenient locations.
