Repeals the provisions of the Federal Metal and Nonmetallic Mine Safety Act of 1966 pertaining to the Federal Metal and Nonmetallic Mine Safety Board of Review.
Prohibits the Secretary of Interior from granting temporary relief for orders issued pursuant to such Act in situations involving imminent danger of death or serious physical harm.
Requires the Secretary to provide an opportunity for a hearing in accordance with the Administrative Procedure Act before making any finding or order under such Act.
Provides that the U.S. courts of appeals shall review the final orders of the Secretary of the Interior.
