A bill to amend the Act of August 16, 1971, which established the National Advisory Committee on Oceans and Atmosphere, to provide that appointments thereto be made, in part, by the President of the Senate and the Speaker of the House of Representatives.

Provides that 12 of the 26 members of the National Advisory Committee on Oceans and Atmosphere shall be appointed by the Congress. (Currently all members are appointed by the President).

Authorizes a continuing appropriation of $1,000,000 for each fiscal year to such committee.
