A bill to provide improved safety and health standards for railroad employees.
Federal Railroad Employees Safety and Health Act - Title I: Transfer of Certain Railroad Safety Functions - Transfers to the Secretary of Labor the railroad safety functions currently performed by the Secretary of Transportation under specified provisions of law.
Title II: The Occupational Safety and Health Review Commission - Expands the membership of the Occupational Safety and Health Review Commission from three to five. Requires the two additional members to be qualified in the field of a railroad safety and health. Authorizes the Commission to expedite proceedings held pursuant to the laws relating to the railroad safety functions transferred by this Act.
Title III: Miscellaneous Provisions - Establishes a Federal Railroad Safety and Health Administration in the Department of Labor. Directs the Secretary of Labor to carry out the functions transferred by this Act through such Administration. Abolishes the Federal Railroad Administration.
Increases the penalties to be imposed upon railroads for violations of specified railroad safety requirement.
