A bill to authorize a local public works capital development and investment program.
Local Public Works Capital Development and Investment Act - Authorizes the Secretary of Commerce to make grants to any State or local government for construction, renovation, repair, or other improvement of local public works projects. Directs the Secretary to prescribe rules, regulations, and procedures necessary to carry out this Act.
Prohibits any such grant for any project having as its purpose the damming or diversion of any watercourse or any such grant for any project located in an area having special flood hazards.
Authorizes to be appropriated an amount not to exceed $5,000,000,000 to carry out this Act.
