A bill to amend certain provisions of the Communications Satellite Act of 1962, as amended.
International Satellite Communications Act - Authorizes the President under the Communications Act to aid in the planning, development, coordination and review of additional communications satellite systems that are developed and operated pursuant to intergovernmental agreements to which the United States is a party.
Repeals that provision of the Communications Satellite Act of 1962 which requires the Communications Satellite Corporation (Comsat) to receive Federal Communication Commission authorization prior to the issuance of any debt or equity securities.
Eliminates Presidentially-appointed and common carrier elected directors of Comsat. Permits Comsat to issue stock having par value.
