A bill providing for participation by the Government of the United States in the International Cotton Advisory Committee, the International Lead and Zinc Study Group, the International Rubber Study Group, and the International Seed Testing Association, and authorizing appropriations therefor.

Authorizes the participation of the United States in the International Cotton Advisory Committee, the International Lead and Zinc Study Group, the International Rubber Study Group, and the International Seed Testing Association.

Authorizes the appropriation of such sums as may be necessary for the payment of the annual share of expenses of such groups by the United States.
