Provides for 30-day certification for participation in the Food Stamp Program if eligibility is shown on the face of the application, with supporting documentation to be presented during the following 30 days.
Provides for a minimum certification period of three months.
Directs the Secretary of Agriculture to establish outreach guidelines to insure participation by all eligible persons.
Creates a food stamp advisory board to be consulted prior to regulation changes.
