A bill to amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide for an improved method of selection of the State planning agency.

Provides under the Omnibus Crime Control and Safe Streets Act that the State planning agency shall be created or designated by the chief executive of the State, except that the legislature of any State may transfer the direction and control of such State to the attorney general of the State or any other constitutional officer.
