Authorizes the Secretary of Defense (or the Secretary of Transportation with respect to the Coast Guard when it is not operating as a service of the Navy) to promulgate regulations to permit a member of an armed force who has completed basic training and training in a military specialty as is prescribed by the Secretary to be assigned to active duty on land outside the United States and its territories and possessions where members of the armed forces are not subject to hostile fire.
Permits any person enlisted in a reserve component to be released from active duty upon completion of basic training and training in a military specialty. Provides that such training will exempt such person from the training requirement of the Military Selective Service Act.
