Designates, under the Wild and Scenic Rivers Act, that segment of the New River in North Carolina extending from its confluence with Dog Creek downstream approximately 26.5 miles to the Virginia State line as a wild and scenic river. Provides that any licenses issued heretofore or hereafter by the Federal Power Commission affecting the New River of North Carolina shall be effective only outside the segment designated by this Act; and provides that no such licensed project shall invade, or otherwise adversely affect such segment.
