A bill to amend titles XVII and XIX of the Social Security Act making unlawful the offer or receipt of consideration for the referral of patients, clients, or customers.

Revises titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to make unlawful the offer or receipt of consideration for the referral of patients, clients, or customers.

Establishes a fine up to $10,000 and/or a jail term of up to one year for violation of this provision.
