Authorizes the Secretary of Commerce to make loans and grants to United States fishermen to cover the costs of damages to their vessels and gear by foreign vessels. Requires such fishermen to assign to the Secretary any rights to recover for such damages. Directs the Secretary with the assistance of the Attorney General, to take appropriate action to collect on any claim assigned to him.
