Title I: Reacquisition of Criminal and Civil Jurisdiction - Grants Indian tribes, acting through their tribal councils, the choice of providing for the reacquisition of jurisdiction by the Indian tribes and by the United States over criminal offenses and civil matters in Indian country.
Authorizes any Indian tribe to adopt a resolution pursuant to which such tribe shall have sole licensing authority over all hunting, fishing, and trapping within the lands and waters under the jurisdiction of such tribe.
Title II: Improvement of Law Enforcement on Indian Reservations - Authorizes the Secretary of the Interior to establish a pilot program to improve law enforcement and the administration of justice within one or more Indian reservations in each of the following States: South Dakota, North Dakota, Montana, Nebraska, and Wyoming.
Directs the Secretary to make grants to (1) strengthen police personnel of the tribe having jurisdiction over such reservation, (2) improve the Indian courts within such reservation, and (3) establish correctional facilities and personnel within such reservation.
Authorizes appropriations for such grants of $10,000,000 for fiscal year 1976 and for each of the four succeeding fiscal years.
