A bill to amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide for an improved method of selection of the State planning agency, and for other purposes.

Provides, under the Omnibus Crime Control and Safe Streets Act, that State law enforcement planning agencies eligible for Federal grants shall be established by the State legislature or designated by a constitutional officer selected by the State legislature. Makes such agency subject to the jurisdiction of a constitutional officer selected by the legislature.
