Directs the Secretary of Defense to establish a number of military discharge review boards. Sets forth the qualifications, terms of office, and rates of compensation for members of such boards.
Makes it the duty of the boards to review any discharge of dismissal from the Armed Forces granted under less than honorable conditions to any person who served on active duty. Requires that in reviewing the discharge of dismissal of any former member of the Armed Forces, a review board shall determine whether such discharge was fair and equitable, taking into consideration all of the circumstances of the case. Requires that in making such determination a review board shall consider specified mitigating circumstances.
Sets forth the conduct and procedures for discharge hearings.
Directs the Secretary of Defense to formulate and carry out a public information program designed to inform former members of the Armed Forces of the new discharge review provided for in this Act.
