A bill to amend title 18, United States Code, relating to the authority of the Attorney General over the confinement of offenders.

States that if, on January 1, 1978, there is not available within the District of Columbia a suitable penal or correctional institution to which inmates confined in the Lorton Penal Institutions, Fairfax County, Virginia, might be transferred, the Attorney General may select a site in the District of Columbia and have erected thereon a penal institution.

Directs the Attorney General to take such action after January 1, 1978, as may be necessary to dispose of the Lorton Penal Institutions.
