A bill to amend the Public Health Service Act, the Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act of 1970, the Drug Abuse Office and Treatment Act of 1972, and to revise and extend programs of health services.
Health Services Amendments - Title I: Health Services Project Grants; Advisory Councils; Intramural Research: Authorizes appropriations for fiscal years 1975 and 1976 for grants to any public or nonprofit private entity to pay part of the cost of: (1) preventing or treating alcoholism and drug abuse; (2) providing or operating centers to make available comprehensive health services; (3) providing health service clinics to domestic agricultural workers; (4) providing family planning services; or (5) providing services to meet health needs of limited geographic scope.
Directs the Secretary of Health, Education, and Welfare to appoint a permanent body to be known as the National Advisory Council on Health Services. Specifies the composition and criteria for selection of members of such Council.
Repeals the requirement that not less than 25 percent of health service research, evaluation, and demonstration activities' appropriation be expended for direct activities of the Secretary.
Title II: Extension of Alcoholism and Drug Abuse Formula Grants - Extends alcoholism and drug abuse formula grants through fiscal year 1978.
