A bill to amend the Small Business Act to assist in the financing of small business concerns owned by persons who are disadvantaged because of certain social or economic considerations.

Revises the Small Business Act by providing that the Small Business Administration may guarantee equity investments made by investment companies in small business concerns which will contribute to a well-balanced national economy by facilitating ownership in such concerns by persons whose participation in the free enterprise system is hampered because of social or economic considerations.

Defines the terms used in this Act.
