A bill to amend the Federal Nonnuclear Energy Research and Development Act of 1974, so as to authorize research, development, and demonstration in the field of ground propulsion systems.

Provides, under the Federal Nonnuclear Energy Research and Development Act, for the establishment within the Energy Research and Development Administration of a Division of Ground Propulsion Systems.

Authorizes research, development, and demonstration of ground propulsion systems and states that such activities shall be conducted so as to contribute to specified goals, including the improvement of and verifying of ground propulsion systems with emphasis on efficiency, performance, and usefulness.

Defines "ground propulsion system" as the engine, transmission, or drive, and associated controls, necessary to power automobiles, trucks, trains, buses, and selected light marine vehicles.

Authorizes to be appropriated, for the purposes of carrying out the provisions of this Act, $20,000,000 for fiscal year 1976; $40,000,000 for fiscal year 1977; and $100,000,000 for fiscal years 1978-80.
