A bill to provide for the creation of the Indian Trust Counsel Authority, and for other purposes.
Indian Trust Counsel Authority Act - Establishes the Indian Trust Counsel Authority as an independent agency to provide independent legal counsel and representation for the purpose of preserving and protecting the natural resource rights of Indians.
Sets forth the qualifications, terms of Office, and rates of compensation for members of the Board of Directors of the Authority.
Empowers the Authority to render legal services necessary to protect natural resource rights upon the request of any aggrieved Indian or Indian Tribe.
Requires executive departments and agencies to notify the Authority and any affected Indian or Indian Tribe of any proposed action which may affect or impair natural resource rights.
Authorizes appropriations to the Authority as are necessary to carry out the provisions of this Act.
