Revises Rules XI and XXVIII of the Rules of the House of Representatives to prohibit the consideration of any measure reported by committee, except the Committee on Rules, unless copies of such report and the reported measure or matter have been available to the Members at least two hours before the beginning of such consideration.
Authorizes conference reports to be called up for consideration, notwithstanding this restriction.
