Resolution to amend rule XXIII of the Rules of the House of Representatives to expedite conduct of quorum calls in the Committee of the Whole.

Revises rule XXIII of the Rules of the House of Representatives to provide that upon the roll call, the procedure of the whole committee rising shall be dispensed with unless a quorum is not present.
