Authorizes the Clerk and Sergeant at Arms of the House of Representatives to enter into an agreement with any State, at the request for agreement from the proper State official, to withhold State income tax for Members and employees of the House who request such withholding.
Grants the Committee on House Administration a right of disapproval of any such agreement.
Sets forth guidelines for determining the effective date of any such withholding. Permits Members and employees to change or revoke such withholding.
