Expresses the sense of the House of Representatives that the United States Government should formally record its endorsement of the United Nations Standard Minimum Rules for the Treatment of Prisoners. Directs the Attorney General to take appropriate steps to secure incorporation of such rules in regulations of the Federal Bureau of Prisons.
