Establishes in the House of Representatives a Select Committee on Intelligence to conduct an inquiry into the organization, operations, and oversight of the intelligence community of the United States Government.
Directs the Select Committee to conduct an inquiry into specified matters, including the following: (1) the collection, analysis, use, and cost of intelligence information and allegations of improper activities of intelligence agencies in the United States and abroad; (2) the procedures and effectiveness of coordination among and between the various intelligence components of the United States Government; (3) the nature and extent of executive branch oversight and control of United States intelligence activities; (4) the need for improved or reorganized oversight by the Congress of United States intelligence activities; and (5) the necessity, nature, and extent of overt and covert intelligence activities by United States intelligence instrumentalities in the United States and abroad.
Requires the committee to adopt security regulations before it undertakes the inquiry provided for by this resolution.
Authorizes the expenditure of no more than $750,000 for expenses of the select committee.
Requires the select committee to report to the House with respect to the matters covered by this resolution as soon as practicable but not later than January 3, 1976.
Abolishes the Select Committee established by H. Res. 138 upon the adoption of this resolution.
