Establishes a standing House Committee on the Environment, to consist of twenty-five members of the House of Representatives. Grants the committee jurisdiction over all measures relating to the quality of the physical environment of the United States and its possessions, including: (1) water quality; (2) air quality; (3) weather modification,; (4) waste disposal and management, (5) pesticides and herbicides, and (6) a acoustic problems.
