Resolution to amend the Rules of the House of Representatives to reform the procedures for the analysis of legislation introduced in the House of Representatives.

Revises paragraph (d) of clause 5 of rule X of the Rules of the House of Representatives to repeal the requirements that factual descriptions prepared by the Congressional Research Service, Library of Congress, be published in the Congressional Record and that such descriptions be limited to 100 words.
