Provides that upon the adoption of this resolution it shall be in order to move, section 401 of Public Law 93-344 to the contrary notwithstanding, that the House resolve itself into the Committee of the Whole House on the State of the Union for the consideration of the bill (H.R. 6860) to provide a comprehensive national energy conservation and conversion program. States that after general debate, which shall be confined to the bill and shall continue not to exceed four hours, to be equally divided and controlled by the chairman and ranking minority member of the Committee on Ways and Means, the bill shall be read for amendment under the five-minute rule by titles instead of by sections. Directs that no amendment in the nature of a substitute for the bill shall be in order, nor shall any amendment adding a new title to the bill be in order. Provides that it shall be in order to consider en bloc the amendments recommended by the Committee on Ways and Means now printed in each title of the bill following the reading of that title.
States that amendments to a pending title of the bill shall be in order only if germane to that title and then only if they have been printed in the Congressional Record of June 4, 1975, or in a previous edition thereof or if offered by direction of the Committee on Ways and Means, but said amendments shall not be subject to amendment except those offered by direction of the Committee on Ways and Means; provided, that it shall be in order to consider without the intervention of any point of order the text of the bill H.R. 7117 if offered as an amendment striking out the provisions of part I of title III of H.R. 6860 and inserting new matter, and said amendment shall be subject to germane amendment. Provides that it shall be in order to debate pending amendments or titles of the bill under the five-minute rule by the offering of pro forma amendments. States that at the conclusion of the consideration of the bill for amendment, the Committee shall rise and report the bill to the House with such amendments as may have been adopted, and the previous question shall be considered as ordered on the bill and amendments thereto to final passage without intervening motion except one motion to recommit.
