Provides that the Rules of the House of Representatives of the Ninety-third Congress, together with all applicable provisions of the Legislative Reorganization Act of 1946, as amended, the Legislative Reorganization Act of 1970, as amended, and the Congressional Budget and Impoundment Control Act of 1974, be adopted as the Rules of the House of Representatives of the Ninety-fourth Congress.
Makes specified amendments part of such rules, including the following: (1) transfers all property and records of the Committee on Internal Security to the Committee on the Judiciary, (2) requires each standing committee of the House of Representatives, except the Committee on the Budget, that has more than twenty members to establish at least four subcommittees, and (3) stipulates that reports from the Committee on Appropriations accompanying any general appropriation bill making an appropriation for any purpose shall contain a concise statement describing fully the effect of any provision of the accompanying bill which directly or indirectly changes the application of existing law.
