Resolution providing that the House of Representatives should not approve funds for the renovation, remodeling, or capital improvement of the correctional facilities at Lorton, Va., of the District of Columbia Department of Corrections.

Expresses the sense of Congress that the District of Columbia should phase out the use of the correctional facilities at Lorton, Virginia. Directs the District of Columbia to establish correctional facilities within the District of Columbia to replace the Lorton facility. States that Congress shall provide the funds necessary for this purpose. Disapproves the appropriation of any funds to remodel the facility at Lorton. Allows the use of funds for maintenance and essential security at the Lorton facility.
