Expresses the sense of the House of Representatives that the United States foreign policy should not be employed in any way to lift the sanctions against or to gain recognition of the present Cuban regime by United States or any other nation in this hemisphere.
Requires that any change in U.S. foreign policy toward Cuba shall be subject to the advice and consent of the Congress.
