Resolution providing for the consideration of H.R. 6096. A bill to authorize funds for humanitarian assistance and evacuation programs in Vietnam and to clarify restrictions on the availability of funds for the use of U.S. Armed Forces in Indochina.

States that upon the adoption of this resolution it shall be in order to move that the House resolve itself into the Committee of the Whole House on the State of the Union for the consideration of the bill (H.R. 6096) to authorize funds for humanitarian assistance and evacuation programs in Vietnam and to clarify restrictions on the availability of funds for the use of United States Armed Forces in Indochina, and for other purposes, and all points of order against sections 3 and 6 of said bill for failure to comply with the provisions of clause 5, rule XXI are hereby waived. Provides that after general debate, which shall be confined to the bill and shall continue not to exceed three hours to be equally divided and controlled by the chairman and ranking minority member of the Committee on the International Relations Affairs, the bill shall be read for amendment under the five-minute rule. Declares that it shall be in order to consider the amendment recommended by the Committee on Interior and Insular Affairs now printed on page 3, lines 11 and 12 of the bill notwithstanding the provisions of clauses 53, rule XXI. Stipulates that, at the conclusion of the consideration of the bill for amendment, the Committee shall rise and report the bill to the House with such amendments as may have been adopted, and the previous question shall be considered as ordered on the bill and amendments thereto to final passage without intervening motion except one motion to recommit.
