Expresses the sense of the House of Representatives that: (1) Congress should appropriate no more military aid for South Vietnam; (2) the President should order the departure of all Americans from South Vietnam; (3) should the Thieu regime fall, the United States should encourage a government in South Vietnam amenable to peaceful negotiations to end the war; (4) funds for humanitarian and economic assistance shall be appropriated to be distributed by reliable international agencies as long as there is progress toward a peaceful political settlement.
