Provides, under the Rules of the House of Representatives, that the Clerk of the House request from Government agencies the estimated cost to the nonpublic sector of proposed administrative rulemaking and cause to be printed in the Journal such estimated cost by title and citation.
Requires that all reports accompanying public bills and resolutions contain an estimate of the costs to both public and nonpublic sectors of such proposed legislation.
States that motions to amend which would affect the cost to the nonpublic sector by an estimated amount of $50,000,000 or more shall not be in order unless the person offering the motion presents the estimated cost to the nonpublic sector, the source of such estimate, and the method of deriving such estimate.
