States that for the further expenses of the investigation and studies to be conducted by the Committee on House Administration, acting as a whole or by subcommittee, not to exceed $600,000, including expenditures for the employment of investigators, attorneys, and clerical and other assistants, and for the procurement of services if individual consultants or organizations thereof, shall be paid out of the contingent fund of the House. Provides that not to exceed $65,000 of the total amount provided may be used to procure the temporary or intermittent services of individual consultants or organizations.
