Authorizes the Speaker of the House to appoint a special delegation of 12 members of the House to travel to foreign countries in the Middle East and Europe in order to conduct a study of security and foreign interests of the United States in such areas, with particular attention to the problem presented by the International nuclear marketplace and the potential for the proliferation of nuclear explosive capability.
Limits expenditures for such delegation to $35,000.
