A resolution creating a Select Committee to conduct a study of the circumstances surrounding both product liability and professional liability insurance rate increases, and of any other product and professional liability insurance coverage issues the committee shall determine.

Creates a House Select Committee to investigate and study product and professional liability insurance rate increases, and any other product and professional liability insurance coverage issues at its discretion.

Establishes procedural guidelines and enumerates powers the new Committee may exercise in pursuit of its goals, including the authority to hold hearings, issue subpoenas, and use discovery techniques as it deems necessary. Empowers the Committee to employ and fix the compensation of clerks, experts, consultants, technicians, attorneys, investigators, and other support staff as it considers fit.

Directs the Committee to report to the House as soon as practicable the results of its studies, as well as recommendations.
