Amends rule XXXII of the Rules of the House of Representatives to allow specified present and former employees and Members of the House to enter the Hall of the House and rooms leading thereto. Provides that such persons shall not be admitted if they have any direct personal or pecuniary interest in any legislative measure coming up for consideration in the House or reported by any committee of the House, of if they represent any party attempting to influence the passage, defeat, or amendment of such measures.
Directs the Speaker of the House to promulgate such regulations as are necessary to implement and enforce this Act.
