Resolution to provide that any unexpended portion of the stationary allowance of a Member of the House of Representatives shall be returned to the contingent fund of the House at the close of each Congress.

Provides that no Member of the House of Representatives shall expend or draw funds against the stationery allowance except by presentation of a receipt of purchase of stationery or office supplies.

Requires that any amount of the stationery allowance of a Member of the House of Representatives which is unexpended shall be paid from the revolving fund for stationery allowances into the contingent fund of the House.

Provides that stationery funds allocated to a Member of the House who ceases to serve as a Member shall be paid from the stationery fund into the contingent fund of the House.
