Resolution directing the Committee on Ways and Means to investigate and study the feasibility of increasing the Social Security Trust Fund through the imposition of a severance tax on certain natural resources and, if such tax is found to be feasible, to direct such committee to draft legislation based on the findings of that investigation and study.

Directs the House Committee on Ways and Means to conduct an investigation of the feasibility of increasing the funds in the Federal Disability Insurance Trust Fund through imposition of a severence tax on natural resources removed from land owned by the United States. Provides that if such committee finds that such a tax would be a feasible method of increasing the funds in such trust funds, then such committee shall draft appropriate legislation based on such findings.
